A Cannabis Social Club is a cultivation association under the Consumer Cannabis Act (KCanG): a non-commercial association that grows collectively and passes on exclusively to its members. This page explains in general who may become a member in Hesse and what applies.
Membership in a cultivation association is regulated by the KCanG and applies the same nationwide — including in Hesse. The key requirements:
Only those at least 18 years old can become members. For 18- to 20-year-olds, stricter dispensing limits also apply.
A residence or habitual abode in Germany is required. A fixed connection to Hesse is not mandatory — but the association must be based in Germany.
You may only be a member of a single cultivation association at a time. Joining several clubs in parallel is not permitted.
Identity is checked on joining — this proves the minimum age and avoids double memberships.
Cultivation associations don't dispense publicly — you first become a member and can then take part in the collective cultivation. The path is similar everywhere:
The amounts are set in § 19 KCanG and apply equally to every cultivation association. Dispensing is exclusively to members — no shipping, no trade, no dispensing to third parties.
Maximum amount a member may receive on one day.
Maximum amount per member and calendar month.
For young adults the monthly amount is limited to 30 g.
Young adults may only be dispensed cannabis with at most 10% THC.
Which authority grants the licence under § 11 KCanG and how the application works is in the authority guide for Hesse.
